This study explores the critical role of local media in fostering democratic change and social accountability within local communities in Serbia. It underscores the essential function of local media in developed democracies, where they serve as platforms for minority voices and promote pluralism, civic engagement, and decentralization. However, in Serbia, local media face significant challenges, including financial instability, political pressures, and inadequate technical resources. Despite these challenges, local media that engage citizens in content production contribute to addressing pressing societal issues, such as social injustice and environmental degradation, by holding local authorities accountable. The study highlights the importance of participatory journalism and the development of community media in advancing democratic governance, civic participation, and transparency.

For EU integration, strengthening local media is crucial in supporting democratic reforms, promoting transparency, and enhancing public accountability in Serbia’s transition. Local media can play a pivotal role in fostering public deliberation and democratic participation, which aligns with EU values of governance, rule of law, and active citizenship. Moreover, in the context of the SDGs, particularly Goal 16 (Peace, Justice, and Strong Institutions), local media are integral to promoting social equity, public participation, and the protection of rights at the grassroots level. This study calls for policies that support the sustainability and independence of local media, facilitating their contribution to both local and national governance, and to the achievement of the EU’s democratic and sustainable development objectives.
